How does the house-or-lot question run on both sides at once?
On the sale side it decides who bids. Two sets of buyers exist here, and they underwrite different things. One is paying for the building you already have and comparing it with new construction. The other is paying for the site and has already read your plat, your dimensions and your trees before making an offer. Those are different sale processes with different timelines.
On the purchase side the same question decides what you are paying for. The house you buy is itself priced partly as a site, so a full-size site under an original house is a different asset from a recently built house on the same street. The house next door can also be replaced, within limits you can read in advance from the zoning tables.
The reason both pools exist here at once is the replacement record. Those figures describe the market that includes West University Place and the Southside area beside it, not the city alone, and they are recomputed overnight from the market-statistics feed rather than typed in by hand. They are the right context for a conversation and the wrong input for a decision about one property. A market median averages together original houses and new ones, small sites and large ones, so the headline figure moves when the mix of what sold changes even if nothing about the market moved. Be careful with the rate per square foot on either side of a move: it treats a square foot of new construction and a square foot of an unrenovated original house as the same unit, and where a meaningful share of sales are new houses built to the permitted envelope, the rate is pulled upward by product rather than by land.
What the volume does buy you is comparables. At this level of turnover, four similar recent sales usually exist for most kinds of property, and both a price you argue for and an offer you write against those four are ones you can defend in a negotiation.
What do the trees and the permit sequence do to timing?
Once a permit for development or predevelopment activity is in play, every large tree on the site is protected, and the building official may not issue that permit until the urban forester has approved a tree survey and written the tree conditions into it. A large tree starts at 19 inches of circumference, measured as circumference rather than diameter, and a significant tree is a large tree of 36 inches or more, protected anywhere in the city whether or not a permit exists.
Removal normally costs replacement inches on the same site, and each replacement tree needs a growth space of at least 200 square feet with no dimension under ten feet. On a small site that requirement competes directly with the house, the driveway and the pervious floor, which is how an otherwise workable site becomes an expensive one.
Time is priced the same way. Plan review for a new home runs about 10 to 15 business days, the urban forester's review of the tree disposition adds about 5 to 7 more, and a rejection resets the plan-review clock in full. Before the permit is released the city also wants an active water account in the contractor's name, sidewalk and driveway deposits, utility disconnections with a letter from the gas utility, and an approved final demolition inspection. Inspections in that sequence are conducted on Tuesdays and Thursdays only.
A builder underwrites all of it before making an offer, so the sequence is already inside any number a builder hands you for your current house. If you plan to build on the house you buy, the same sequence is yours to carry. Plans go to the Community Development office at 3826 Amherst Street, the city's building official issues the permits, and its urban forester approves the tree survey. What can nobody tell you from a desk?
