Land value, house value and the effect of teardowns
How the Appraisal District Splits a West U Home Into Land Value and House Value
Updated October 2026
Is my West U house worth more as a lot than as a home?
In October 2026, Harris Central Appraisal District guidance says that when the typical buyer would tear a West U house down, its value transfers to the land.

How does the appraisal district arrive at a land value and a house value for a West U home?
A West U house carries a Harris Central Appraisal District account. In its explanation of the cost approach for single-family property, the district treats the structure and the land as two separate figures.
For the building, the district says its system calculates a replacement cost for each residential structure using cost data from a national supplier of construction cost information. That cost turns on the property's characteristics, such as size, type of construction, quality, and age.
Depreciation comes off the replacement cost, and the land goes on top. The district says it develops a land value for each property using generally accepted appraisal techniques.
The two figures are built by separate methods. They meet only when the district adds them together into one total.
In general, the formula for the cost approach is: (Replacement Cost New – Depreciation) + Land Value.
What happens to the split when builders are buying West U houses to tear down?
Harris Central Appraisal District takes up this case in its guidance on neighborhoods in transition. It ties the split to a change in highest and best use.
The district's test is plain: if the typical buyer would buy a home and tear it down, that buyer is not paying for the home.
When the highest and best use changes in a residential neighborhood, the district says land values frequently increase, and the value allocated to existing buildings often decreases.
In that case, the district says, your land value will reflect the prices people are paying for the properties they tear down.
West U has a steady replacement record. The Census Bureau's Building Permits Survey counted 535 new single-family homes authorized in West University Place from 2015 through 2025, against 5,308 housing units in the 2020 Census. That is about one home in ten over eleven years.
When the highest and best use changes, appraisal theory states that the value associated with the property transfers to the land.
What do Texas rules tell appraisal districts about how to value a home?
The Texas Comptroller's guide to valuing property describes more than one method. When adequate sales data is available, it says the sales comparison approach is typically preferred for single-family homes and vacant land in mass appraisal.
The same guide says the cost approach bases value on what it would cost to replace the building, the improvement, with one of equal utility. The Harris Central Appraisal District formula for a house and its land is a version of that approach.
Which West U site facts decide whether a builder wants the lot?
A builder reads the site before the house, and three facts are matters of record. They are the date the building site took its present boundaries, its width, depth and area, and the large trees on it.
A site established with its present boundaries before 24 October 1987 can be as small as 5,000 square feet in the Single-Family District. A site created later needs 8,250 square feet, 75 feet of width and 110 feet of depth.
The envelope then limits what a new house can be. At least 45 percent of a site stays open and 35 percent pervious, and framed area for all buildings is capped at 80 percent of the site. A principal building stops at two and a half storeys and 35 feet, or 25 feet inside the rear yard.
Trees come next. Once a permit for development or predevelopment activity is in play, every large tree on the site is protected, and a large tree starts at 19 inches of circumference. The building official may not issue that permit until the urban forester has approved a tree survey.
A smaller original house on a full-size site leaves a builder room to build larger. A house already near the framed-area cap leaves little, and it competes with new construction on quality.
Questions & answers
West U questions, answered
What date is the appraisal district's value on my West U house tied to?
January 1. The Texas Comptroller's property tax guide says that, with few exceptions, Tax Code Section 23.01 requires appraisal districts to appraise taxable property at market value as of Jan. 1. The land figure and the house figure on a West U account describe the property as it stood on that date. They do not describe it on the day you list or close.
The Jan. 1 rule carries a qualifier: it applies with few exceptions. Ask the appraisal district whether one reaches your account. For a sale timed to a move, the calendar gap matters. A buyer prices the house on the day of the offer, using recent West U sales. The appraisal date stays where the statute puts it.
If the appraisal district puts most of my West U value in the land, will a builder pay that much?
Not necessarily. The district's land value is a tax figure, set by its own appraisal techniques and, in a teardown market, by what buyers pay for houses they remove. No public record carries a land price for your own site. A builder bids on what that one site allows, read from its plat date, its dimensions and its trees.
The way to see both numbers on your address is a home valuation. It gives two readings: what a buyer would pay for the house as it stands, and what the site is worth to a buyer planning to replace it. Send the address, plus the recorded plat and any tree survey you hold. What comes back is the site facts, the comparable sales, and a written note on which of the two values is doing the work. The source of each figure is named beside it.
How quickly are West U homes going under contract right now?
The median West U home went under contract after 38 days and closed at about 99.2 percent of asking, with figures as of October 2026. 209 homes sold in the trailing twelve months, against about 4.4 months of inventory. Those numbers give context for a sale timed to a move. They do not set a closing date for any one house.
The figures cover West University Place together with the Southside area beside it, and they are recomputed overnight from a market-statistics feed. The median also blends two kinds of sale. A builder buying the site has usually studied the plat, the dimensions and the trees before making contact. A buyer paying for the house is comparing it with new construction. Those sales run on different timelines, so the site question shapes the calendar more than the median does.
If a builder buys my West U house, what city review time does the builder face?
West University Place publishes its own timeline. Plan review for a new home runs about 10 to 15 business days, and the urban forester's review of the tree disposition adds about 5 to 7 more. If the city rejects the plans, the builder corrects and resubmits them, and plan review starts over in full.
Before a new-home permit is released, the city also wants an active water account in the contractor's name and sidewalk and driveway deposits. It wants utility disconnections, a letter from the gas utility, and an approved final demolition inspection. Inspections in that sequence happen on Tuesdays and Thursdays only. A builder carries that sequence after closing and prices it in before making an offer. For a seller leaving town, the term to read closely is the closing date the offer names.
Can West U police keep an eye on my house after I have moved and it is still for sale?
The West University Place Police Department runs a House Watch program. It covers a house for a maximum of 30 days at a time, while the owner is away at least 72 hours and the house is unoccupied. If you will be gone longer, you call in or submit a new form to renew the watch.
Put the renewal date on the same calendar as your listing, any offer deadlines and the planned closing. If the closing slips, the watch does not extend on its own. Tell your listing agent the dates the house will be empty, so showings and any builder's visit to measure the lot can be planned around them. Give the department current contact details for you in the new city.
Does the West U new-home count tell me how many houses were torn down?
No. The Census Bureau's Building Permits Survey counts new homes authorized, not demolitions or completions. Two neighboring houses replaced by one larger house show up as one authorization. A gut renovation does not appear at all, though a neighbor and a comparable sale treat it as the same event. The count understates turnover rather than overstating it.
West University Place issues its own demolition permits through Public Works and publishes no searchable permit portal, so no public dataset carries an annual teardown count. A Texas Public Information Act request to the city's Community Development office would turn the proxy into a measured rate. Declared valuation, published beside each year's count, is the construction value the applicant writes on the permit application. It is not construction cost and not a sale price.
